You have a 30 second grace period to leave at the start of the game. It kinda their way of saying ' if you think this match is a waste of time ' be it from lag or whatever,( sometimes it's worth checking latency at the start of the match,although some people hide it well.),you can leave penalty free. I'm not saying it's a good solution,because I don't think it is. But it is there as an option. Also,unlike when you just disconnect, you are guaranteed not to be put in the same lobby.

Here are my two cents on the topic. For me at least, I can tell when some one uses a lag switch vs general lag.
1) a lag switcher there character will seems to be choppy. It will look almost like a low resolution picture of the character you are using. Why? Because he is screaming the server which is causing packet loss. Which results in a picture that is faded.
So if you see some one with high ping, with a hero who looks faded you know it’s a lag switcher.
2) There ping will be around 200 consistent. One way to ban this player is to consistently throw too heavies, and screen cap their latency bouncing up. This is enough proof to IP ban a player
3) If your more tech savvy, you could run an IP grab. When all players on a server play, the server still send out signals to your localpc. It is how your machine telegraphs a hit. So doing this you can see if his IP address is hot swapping meaning they are using a lag switch with a VPN. As every time you micro disconnect it makes a new one
