thats lists the fix for the problem that many have with the steam version of the far cry 4 map edit program , after running or installing it , yes you need to remove a registry entry and reinstall Uplay with the latest version as noted there and here

it also links a PAGE that yes you should look at to troubleshoot your PC

1. make sure you close out all backround apps BEFORE YOU LOAD YOUR GAME,as yes some may interfere with the game
2 .Yes run the game as well as Uplay and Steam with Admin rights.
3. Perform a CLEAN install of your video Drivers .
use DDU for best results , and uninstall all of your video drivers , including any Intel ones if you have a laptop or CPU that has a separate onboard video chip , (yes your intel i 5 7500 has one) if you do not know what DDU is , use google
the main reason to do this is yes windows 10 can and does update your drivers at times and it may cause problems with games if they do not auto switch over to your Nvidia chip ..and an intel HD vid chip will not run this game .
4 .Make sure you have installed the updated version of Uplay .. after all , No steam may not always install the current version of Uplay with the game files on a 5 year old title.
this is all covered on the ubi support site link @ with instructions
https://support.ubi.com/en-GB/faqs/0...oubleshooting/
if you still have an issue it even lists the ways and what you need to do to contact Ubisoft Support .
i'll also note i have both the steam as well as a Uplay only copy here on three different PC's including a 4th that is my laptop .. the game always worked perfect here .. i bought Far Cry 4 way back in 2014.
in fact my main PC has a similar cpu and same GPU you do .. a 6 gig GTX 1060 .. and in intel i 5 cpu a 7600 K and also windows 10 Pro ..and the game launches and runs perfectly
