Bad color banding after newest update. Anyone have this issue?

same to me and my friend he has a gtx 1080 with a Samsung C49RG90, i have a 2080 rtx with phillips oled tv 854
extreme color banding especially hdr at night or when there is fog and or windy wheahter
tried everything rgb, 420 422 444 chroma 8bit 10 bit 12bit
it looks terrible please fix this

also made a clean driver install with display Driver Uninstaller (DDU), installed latest nvidia drivers but still extreme color banding

Is this still a thing? Even Wildlands never got a colorbanding patch afaik.
