Yes i as able to sign into Uplay on his PC in the past.This was about Nov-Dec 2018.
Yes my friend can sign into his Ubisoft account while connected to your network,but i can't.
Look forward to any advice you can give.

Has there been any update on my case?.I found this tip on a Ubisoft forum post:-
Open the ports TCP 80,443,13000,13005,13200,14000,14008 in the windows firewall.Then boot up Windows in Safe mode with networking.Uplay should now be able to connect.You only should have to boot up Uplay in Safe mode for the 1st time (so it can update),and then you can run it in normal startup mode.
I tried this tip,but it didn't work for me.As for the above tip,which program in the C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher directory would i have specify in the Windows Firewall/inbound rules/programs and services Uplay.exe,ubisoftgamelauncher.exe,ubisoftgamelaunc her64.exe,uplayservice.exe?.
