A few days ago I've noticed some micro-stutter (game drops a few frames) when head-shooting enemies. It didn't always happen, just on some kills.
Over the weekend I managed to narrow it down to one specific perk - Gunslinger - that was kicking in for a short period after a kill. Stutter happened every single time it was turning on and did not happen when that perk was on in action. Absolutely no stutters after I got rid of that perk for another one.
