Thankfully using the English language we can deduct that in that first quote I implied there are differences but they aren't a big deal: "...does not influence the gameplay too much". The OP was describing a pretty specific type of lag not necessarily at fault of cross continental play: "...100 ping constantly or spikes to 300...". This sounds more like people with very bad internet playing their regionset and people with very bad internet playing cross continental. If you have good internet and play cross continental it doesn't spell immediate lag in the favour of the guy with 100 ping. In my experiences it can be quite the opposite or at the very least equal.
Finally Ubisoft has said a few times on various competitive games that as long as your ping is 0-110[roughly] you don't get much happening to your gameplay that is going to be a real problem. Obviously that can change at extremely high levels of play. One of the most important factors here is that your ping stays within a +/-15ms window which allows for attacks to be consistent. When you have people jumping from 160-600ms some attacks come out normal while some hit you before you even get an indicator.
A static 100ms is factually not a problem in itself in this context.
