A crew and I just beat the game, went to checkout daily challenges, and they are often unavailable.

Found references to this being a known issue (no missions in certain areas is the primary cause of being unavailable) - but it seems the "known issues" list is moved or gone? The links to it are broken:

Is there a method of unlocking the content that is required to beat the daily challenges? El Boquita, El Muno, etc...
