between his very slow and transparent combos and moves even 2 outta 3 of his lights are telagrphic and are easy to parry. he needs a faster heavy for hit top as well as do more stamina damage with his shoves and long arm of the law needs to extend further so only side dashes can escape it. he's just to easy of a champ to fight..

All he needs is more stamina, and his flip move to be feintable. If he can feint that move (that is RARELY used) into GB, or simply let it go, it would work very great for an opener. Obviously, give it hyper armor as well so nobody can simply light him out of it as it is a super slow move and make it TRACK in case they dodge it. And if they try to roll away, the feint into GB should catch them, like hitokiri's mix up.

I doubt very much that they will make any more changes to LB. The dev team has really been lacking over the past few months.
