People call this Division 2.5 but The Division is a positive cover based shooter (you press a button to take cover and the action is designed around cover). This game's system is more like metal gear solid 5s passive cover system but less responsive. My two part suggestion is:

1. The system is exactly like it was in Wildlands (bad) except now you can't switch sides in cover with a button press. You should bring that back. Or at least have people go right when they push right and left when they push left instead of this maybe they turn around and maybe they back up stuff.

2. Alternatively, scrap the cover system entirely. Use natural cover (put the rock between you and the badguy). This is what I would choose. This could be an alternate setting in the gameplay options.

You could also make it require a positive button press, which is better than passively sticking to any wall you get close to. But then it would be like Division 2.5.
