Assault Class rank 10, Gear score 201, entire skill tree unlocked, Switch to night vision but only thermals come on. I can use my drone to turn on night vision then exit drone to use night vision.
I've only run into this when it'searly morning and the suns starting to rise, or at sunset. Not sure if this helps though.
