They unlocked for whole player profile, for all characters. Guns aren't included, but badges and weapon blueprints available to all characters.

I made a second character to play with another group of people, and I can safely say that this character does NOT have access to the rewards that come from holt. the future soldier mk17 that I was enjoying with the first character I can't use at all, cause no weapon or blueprint are dropping from holt.

Okay, I was wrong. Now there is no blueprints for my second character. So, looks like it is available only to my first character only.

Worth noting that this was not fixed with the new patch.

Update: general support agent was unable to resolve and has "escalated to development team". Community manager has also aknowledged issue on tthe support forum.
