Try editing %USERPROFILE%\Documents\My Games\Ghost Recon Breakpoint\GRB.ini to set the desired resolution.
Make sure it's read-only, and if it doesn't help, also try setting the values of OutputMonitor= and Main Monitor= to 0

"We greatly appreciate your feedback regarding adding resolutions capabilities. Thank you very much for also getting back to us with that information. As a workaround, you can try the following. Got to: Windows Settings > System > Display > Then change "Multiple Displays" from "Extend these displays" to "Show only on 1" so that your computer will only use one monitor temporarily. Please keep in mind however that the resolution can't be changed if the highest aspect ratio is used when using multiple monitors. My apologies for any inconvenience."
I was able to swap back to both displays after but not put the game back to fullscreen without it going back to 720p. Had to play in windowed mode for me to be able to play at my resolution.
This is another temp fix I got from customer support. you will have to play in windowed mode, but it does allow you to change your resolution. It is more of a band-aid than anything and does need a legit fix.

As I already stated earlier in the thread, already tried editing the ini file in several ways and configurations. Does not work. Tried monitor 0/1/2/3. doesn't change it. Set resolution manually, doesn't work. Set to read only of course, somehow the game overrides it and can end up changing it back anyway sometimes, even if you don't run the game as admin. And when it doesn't reset the resolution in the file, still doesn't fix it ingame.

I have had a response from Ubisoft Support

    Thanks for contacting Ubisoft Support.

The resolution can't be changed if the highest aspect ratio is used.

Please also ensure you are using the same resolution on all monitors, and that the monitors themselves are not of a different format.

For example, using widescreen paired with a regular display.

If you have any other queries or question, please do not hesitate to contact us.

We will be more than happy to assist you.

    Kind Regards,
    Kiril G.

    my response

"I just checked my resolution on both screens are at 1920 x 1080, but when I play the game in fullscreen the game switches the screen resolution 1280 x 720 (see GRB3.jpg ) with no option the change the resoltion, If I try to change the screen resolution on my graphic the game locks up.

When I restart the game, it is in window mode but show in the game options under display, it is in Fullscreen, 16:9, 1280 x 720 but with no option to change the resolution as it is grey out and both screens are running at 1920 x 1080, as you can see in GRB5.jpg"

As to me, they are saying, that all the players with the game running at a locked at 720p resolution are playing the game at max resolution of are screens, even that I guest most of us can play other Ubisoft games at 1920 x 1080 or higher.

I did find the game switches your screen resolution from 1080i, 1920 x 1080 to 720p, 1280 x 720, when in fullscreen mode, checked on Nvidia Control Panel and the Windows Control Panel.

So for me the game thinks my max resolution is 720p, 1280 x 720.

Max resolution of screen (right side, second screen) but game is in window mode showing in the display options fullscreen max resolution of 1280 x 720, greyed out?

The game in fullscreen mode (on my screen it was showing full screen but not in picture), on my second screen you can see the game has switched resolution to 1280 x 720

Below are the display options I get in Windowed Mode, Borderless and Fullscreen
In windowed mode, the aspect ratio has the options Auto / 16:9 and Resolutionhas the options 1280x720, 1264x682 (If It click on 1280x720 and apply, the resolution greys out, and the aspect ratio goto 16:9)

Then if I switch to borderless mode (I just get a window mode without the border and title bar)
the resolution and the aspect ratio are both greys out

Then if I switch to fullscreen mode, the game goto fullscreen but the resolution greys out, and the aspect ratio goto 16:9 and I have the option to switch to auto.
Plus in fullscreen mode, I can move mouse pointer off the game screen to my second screen (like it would be in borderless) the only differents is if I click on anything on my second screen even left click on the backgound the locks up.
when I press Alt + tab the game goto window mode without the border and title bar and in the window mode box it is still on Fullscreen
If the game restarts in fullscreen mode (most times it goes to windowed mode or borderless mode) it is like normal fullscreen mode just with the resolution option locked to 1280x720.

The only way I can run the game higher than 1280x720 is to run the game in windowed mode and maximize the screen to get a resolution of 1920x1018.

    Screenshots
Game in windowed mode but the game thinks it is in fullsceen
    https://drive.google.com/open?id=12p...-0YPipAoaCw4s7

Game in borderless mode but the game is in windowed mode just without the border and title bar
    https://drive.google.com/open?id=1dE...Y144WoudSp31dG

Game in fullscreen mode but screenshot look like the shot before just with a black backgound and second screen showing the game has switch my main screen to 1280x720
    https://drive.google.com/open?id=1KX...CW_Re4zmAJ5nzX

Game in windowed mode but the game thinks it is in fullsceen and second screen showing my screen can run at 1920x1080
    https://drive.google.com/open?id=1Yh...6AoUh6kT9wJcxW

And below Wildlands running at 1920x1080 show my system can run games at 1080
    https://drive.google.com/open?id=17P...gl2m9zs8ss8s0h

I have also found that, If I turn on DSR (Dynamic Super Resolution) and select 1.50x (native resolution)(1080, 2351x1323); 2.00x (native resolution)((1080, 2715x1527)) in the nvidia control panel.
then start the game and check in the resolution option, under the display setting, and there are only 1280x720, 1264x682 resolution in all modes, the game is not seeing the new resolutions.

I have an update from Ubisoft Support.

We have news from our game team, and unfortunately, this resolution behaviour currently is intended. We are sorry for the inconvenience.

Our developers have been notified about this inconsistency and are well underway with providing a solution, however at this time the behaviour is in place to mitigate other unwanted effects.

Feel free to contact us back if you have any other issues or concerns. We would be happy to help.

    Kind regards,
    Radoslav
