As far as I've heard, it's kind of part of the story that there aren't a lot of civilians in the world roaming arround. Either you find them in the factories or similar facilities or they have fled to the HUB.
You could say that the developers had less work to do to generate a living world, but that's just an assumption.
But I also notice a big difference to the "animated" world in BP compared to the last parts.
The way I understand it so far, its a private island bought by some rich guy who built his "world" on it. Then military man comes and takes over. And the civilans are being shipped off/ chased away etc. Only a few workers that the military man needs and some rebelious souls who wants to stay on the island, remains.
What I wish is for the forest and jungle to be more dense. Now its just patches of forrest and then there is a road. and another road, and another road. But thats off topic![]()
When I played the Closed Beta, I've encountered quite a lot of civilians camping wild in the area, whom you can acquire intel on new camps, guns and gun parts.
I don't see as much of them in the Open Beta. I wonder if they've reduced the amount of wild civilians, or I'm just unlucky on finding them.
I've played only the last 2 hours of Open Beta. Kinda sucks that they did not keep my data on the Closed one...
Sometimes, you can also find civilians taken hostage by the enemies.
