Minor issue

Steps to reproduce:
1. Start a new game
2. In character customization, choose a category where there is enough stuff to show a scroll bar. I was in Hair customization
3. Click and hold the mouse in the "scroll box" or "thumb" or "elevator car" or whatever you like to call it
4. Move the mouse up and down

Result: Scroll contents bounce up and down while scrolling (but works)
Expect: Smooth scrolling

Notes:
This doesn't happen with mouse wheel or with the right controller stick
I am on a 4k monitor, I haven't gotten to options to see what resolution was set for me.
