I used the night vision goggles in the Cold War bunker. When I turned them off my character's face was still glowing like they were on. It eventually stopped once I left the bunker.

Yes - unlock them in the skills and press right on d-pad (or whatever the pc does) to turn them on.

The NVG mode is an available skill that works without equipping goggles. I believe they are saying that the lighting bloom effect that appears in NVG mode screen filter persisted after they turned off the NVG.

But you are correct, the cosmetic Night Vision Goggle head pieces are indeed locked and not equipable.
