    Experience Upgrade Perk

In the first set of Basic perks, the lower left perk is a passive called Experience Upgrade. It lists a 20% experience upgrade.

What exactly does that 20% apply to? Does it mean all experience gained from the point of unlock forward will be increased by 20%, or is it a one-time increase of 20% of your existing experience at the time of unlock?

20% experience going forward. If a kill was worth 100 XP, it will be worth 120 CO after picking up the skill.

The bigger question is is there a skill point cap and/or a level cap? If there is, what is it and will we be able to reset our skill points? It would suck to waste appoint on something that would be useless at endgame.

Yeah, that's something I wish we'd know. If you can get all skills/perks then it's well worth getting it at the start since it'll just accelerate the rate at which you get XP (it's kinda like Hand of Midas in Dota), if not then it's a complete waste.
Since it seems there's no way to respec your character I want to know if I need to be super careful with what I get or if I'm allowed to experiment a bit.
