Bandages are slow, you character will not stop bandaging to shoot an attacker that comes around the corner and starts firing upon you, and they heal you slowly.
I think using them, unless you like going to a Bivi to craft more(or buy more from Maria) becomes a tactical choice. If I'm clearing a base and things go side ways, but I feel secure and want to save my syringes for another base or mission I'm on my way to before I go back to a Bivi, I'll use a bandage(assuming I've cleared a sufficient area to do it safely and not get gunned down while my Nomad studiously ignores the guy shooting at him as he slowly applies a bandage.
Not to keep making comparisons, but I preferred the AA system. You got injured and you bled out(to a certain point) until you applied a bandage. Then syringes(before they removed them) would restore your health, assuming you were bandaged. Granted applying said bandages was also much quicker.

Just seen this thread. Regen sucks and is totally not what is being marketed. My vote to add an option to disable it for all difficulties. If this cannot be done, remove it and go back to what it was like in OTT1.
Just also want to point out that an old game of yours that I loved from a fair few years ago had this in and done it right - Far Cry 2!! Got injured? No worries, hit a button to heal yourself by popping your arm back in or flicking a bullet out of your arm to fill the 1 segment of health you are currently in. To fully regen, you needed to use a syringe. Time to go back to old coding methinks and stop catering for the casual crowd for a quick buck!!
