I focused all my efforts into two themes....but I still get matched against people who have legendaries at lvl 3 and commons at lvl 7 when my own are at lvl 2 and 5 respectively. Even saw a couple of times a person with lvl 4 legendaries sticking in the lower silver arena. So your argument here seems a little more like an excuse or a distraction at best.
The truth is...that if certain people dont go up the ladder and avoid moving into the next arena - they can stay forever they are at, regardless of card levels. Which sucks for the new players. And I assume you need new players at some extent, right?

Not completely true. You forgot to take into account level-based SR floors. We haven't been told what the floors are for each level, but we know they exist.

For the sake of argument, let's say the level 20 floor is 5500 SR. I have no idea whether it is accurate, but I'm just illustrating the function. Let's say a level 19 player is sitting at 5300, then advances to level 20. I imagine the way it works is that he cannot lose SR until he reaches 5500. He can lose all the matches he wants, but he will not drop SR, thus removing his incentive to lose matches, at least until he reaches his new level floor.

Now, despite the existence of the level floor, I suspect the floors might be lower than maybe what they should be. I've never hit a level floor, though I have hit my other floor, for highest SR - 700. During a really bad losing streak about a week ago, I discovered my floor for this season is just slightly over 6020. I forget the exact number now. But I still don't know what any of the level floors are, as I have yet to see mention of anybody hitting it.

The floors do not exist. I wish they did because I'm tired of dropping to arena 6 due to getting matched with lag switchers or my cards just not being leveled enough. The devs lied about the floors and the cheaters get to prosper more by reporting their victims. Anyone who has been screwed by this ladder bs should hound Ubisoft for refunds of every cent you've spent on this broken game.

Well, to be honest its hard to know for sure. They mentioned level based PvP floors when they announced the personal floors, but since then have not commented on it (and no players seem to have posted about it either), so one can guess it has not been implemented.

What we HAVE seen is a couple of people with high NK levels (compared to ladder rank) posting about getting warnings against manipulating the PvP ladder. If that leads to anything though, or if its just a warning that can be safely ignored...
