I'm currently rocking:
CPU: i7-7700K
GPU: GTX 1080 Ti
RAM 16GB DDR4 2133
M.2 SSD
I recently got a 1440p 144Hz monitor and was excited to start playing games at higher FPS rates. So when I started The Division 2, I made sure to set all of the settings to Medium (with the exception of maxing out textures). But, I wasn't getting the FPS I was hoping for.
In most areas, the FPS ranges from 80-110. But ocassionally the FPS dipped down to 60. So I cranked down every setting I possibly could to the absolute minimum (with the exception of resolution scale), aaaaaaaaand my FPS is LITERALLY exactly the same. The same exact fps range, including the dip and also occasional micro-stutter (I made sure to restart my game after I applied the settings, and double checked to make sure they actually did change)
How is this possible? I'm pretty dang sure with my current specs, I should be getting at least 120+fps on all low settings, but I'm not. What's going on?
You over estimate your PC. No PC is capable of giving you 144 FPS at 1440P on this game. Your CPU while pretty good is probably what is holding you back. The game really stresses the CPU. Lowering your settings only in most cases increases the FPS if the GPU is the bottleneck. The CPU still has to do almost as much work.
That big a dip suggests you have vsync enabled. Try disabling it. You may also want to experiment with DX11 instead of DX12 as I found DX12 would stutter more.Originally Posted by Disease_61 Go to original post

As dbgager suggests I believe the CPU is the main limitation, but the GPU may also be too slow to reach the FPS you're seeking. To help put this in context, a i7-6700K is recommended for 1440p @ 60 FPS.
If your FPS has not improved much after reducing your settings it's possible the CPU is the bottleneck. V-Sync is also a possibility (thank you dagrommit).

With today's games getting bigger and bigger with upgraded graphics, sometimes hardware will be ahead, but sometimes even the best hardware won't be able to run a game at it's full potential.
As dagrommit suggested we also have a benchmark, which should help shine some light on the restriction.
