To be fair, I suspect a lot of people don't know about the shepherd system. I've had to explain it a few times to people who haven't reached the world tiers. Having said that, I can see why Massive chose to have sheep endorse shepherds. A griefer could respond and force difficulty of all encounters upwards, while not helping the sheep accomplish their objectives.
Aside from improving visibility of how endorsements work, my idea to improve the system is to allow shepherds to carry over a *portion* of the progress if they aren't endorsed by the first sheep. The carry over would only last for (say) one day to encourage people to respond to additional calls.
I think that the idea is poorly implemented in the game, if you help another agent, and it leaves you lying when you are at 90%, that progress bar that you have won would not have to be restarted, since you have accomplished your task, if it's not ridiculous, since you waste a lot of time, and you don't get any rewarding reward that motivates you to keep playing
