Are you using SLI?
I had the same problem.
Then I went to the Nvidia Control Panel -> Use 3D Settings -> Program Settings -> Tom Clancy's Ghost Recon Wildlands (grw.exe) -> SLI Rendering Mode -> Force Alternate Image Rendering 2
That worked for me.

Today i've spent about 6h trying to get this thing to go past "Loading" after booting the game, i was able to do it twice in like 30 attempts.
- The problem is not the Firewall.
- The problem is not applications running in the background.
- The problem is not the game not being installed on another HDD other than main one.
The problem is the game DRM and EasyAntiCheat.
I got to tired i decided to download a pirated copy of the game, after first boot it went to the main menu, i've closed the game, booted again and once again worked.
Which means the problem is either EasyAntiCheat or the DRM failing to verify the game even if specific to some configurations/CPUs (I have Ryzen 2700x) and likely the problem is on the DRM/EAC server side.
Why does a pirated game work, and the game i paid for doesn't? Please Fix this, it's beyond dumb.
I got my friend to get AC Origins and AC Odyssey after showing it to him on Twitch and now i want to show him and play (preferable coop) Wildlands, and the damn game doesn't even get to the main menu?
Please fix the DRM/EAC and allow me to play the game i paid for, stay safe and thanks.

- Close All Background Applications
- Disabling Windows Defender including all kinds of protections it allows us to disable
- Disabling Firewall
- Adding Game, Uplay, EAC no restrictions when connecting to the Internet
- Change game to another Hard Drive
- Uninstall UPlay from main HDD and Install Uplay to another HDD
- Deleting config files
- Deleting cache files
- Disabling Windows services
- Checking Device manager for conflicts
- Manually disabling some drivers
- Changing from Wireless Headset to Speakers and vice versa.
- Clearing Shader Cache and temporary files
- Deleting 1771.spool in Appdata\Local -- First time (out of two) game got past Loading
- Closing the game and re-open to double check and back to the same
- Deleting new 1771.spool didn't matter
- Moving My Games folder of GRW to another place aka the same effect as deleting but keep backup
- Set Uplay and all the exe on same folder to run as Admin, also the game exe
- Verify game files
- Making sure all runtimes are installed
- Run sfc/ scannow
And more stuff i probably did and i don't remember, i always do a lot of stuff when trying to get around issues with Software.
Good news is, i found a way to play the game (I installed the game to SSD and then later the pirated version to normal HDD) running only the normal game executables.
I didn't copy anything over, but the way i got into the main menu and works everytime, and that is not to get into the game from shortcut or GRW.exe, instead opening the game with "GRW_Upp.exe" allows me to get to the main menu and play, standard executable gives me an infinite "loading" (icon spins normally).
I assume the second executable is for Uplay Plus? Regardless now i'm sure this is a server/DRM problem since at that point the game is checking what i assume the game's "license" (DRM), i'm not "suggesting" to remove the DRM and idc since the game runs fine, just allow me to play the game, it's annoying i had to do it this way but it allowed me to see that the issue is in the game itself.

Any updates? I just tried to play the game today with a friend after a long time and I get constantly stuck on the loading screen on every game mode. I've got same system, nothings really changed. Now I have pretty much tried everything that others have suggested on this thread and nothing helps. I just wanna say that its quite ridiculous that problem like this continues to exist on the game when its already several years old.

Have you tested the game in a clean boot environment, or on another admin profile on your PC? Did either step allow you to play? I was able to solve this by creating another admin account on my machine. I also deleted EasyAntiCheat from the SteamApps\Common\Wildlands folder , deleted the GRW and other exe (Runner something), and verified the game files. Before loading in, I went back into SteamApps\Common\Wildlands\EasyAntiCheat and ran the setup as admin. Then installed EasyAntiCheat for Wildlands using that application.
I also uninstalled Prio (which allows for changing affinity and priority levels), uninstalled Macrum Reflect, uninstalled AOEMI partition, and disabled my Killernetwork services in Windows Services.
One of those things got me into a working state. Took two and half hours of my time. Good luck!
