Ok lets make it a static system without the random element and see how angry everyone gets when every day they loot the exact same item from the exact same mob or cache and no builds can be improved and nothing gets better or worse.

Unhinged, Frenzy, Gold Bracelet and numerous other items required to complete Projects. What was the drop rate for you prior, during and after the project (mostly abandoned or fortunate enough to have in your stash/inventory already) ?
You don’t need to respond as we all know. The “loot pool” mechanics were amended by the developers to encourage you to waste more time in the game desperately seeking items you need.
Forget any notion of RNG or randomness in the game. It does not exist, if anything it’s a Rigged Number Generator.

This may have been mentioned already but it's worth remembering that you're talking about a programmed, deterministic system. As far as machines are concerned there is no such thing as random. What we commonly refer to as RNG doesn't really exist. So it is quite possible to fix what you're mistakenly referring to as "random".
Should point out that whilst there are some algorithms that are able to generate true random results, they do rely on unpredictable processes. Within the Division 2 (AFAIK) we are dealing with a fixed system that is only capable of pseudo-randomness.
