For the community to group think this problem we would need considerably more information on how the loot is generated than what we have right now. We can speak generally about stuff but we are kind of floundering in the dark when discussing this issue in relation to this game.
Its not about the overlap or gear score its about the size and variations in the loot pool that makes the random seem so wildly off course.

The only solid fact in the rng is the r, random is just that.

Ok lets make it a static system without the random element and see how angry everyone gets when every day they loot the exact same item from the exact same mob or cache and no builds can be improved and nothing gets better or worse.

An extreme example but without some element of randomisation its a fair assessment of what would happen to the loot caches.

What an absolutely pointless thread. There is no randomisation in this game. Odds are loaded against you as the system knows what you are seeking.

    Evidence?

Unhinged, Frenzy, Gold Bracelet and numerous other items required to complete Projects. What was the drop rate for you prior, during and after the project (mostly abandoned or fortunate enough to have in your stash/inventory already) ?

You don’t need to respond as we all know. The “loot pool” mechanics were amended by the developers to encourage you to waste more time in the game desperately seeking items you need.

Forget any notion of RNG or randomness in the game. It does not exist, if anything it’s a Rigged Number Generator.

What a pointless thread, just let it die.

Who are you to decide what is a pointless topic and what isn't. There are plenty topics i feel are pointless yet i don't act rude on them

This may have been mentioned already but it's worth remembering that you're talking about a programmed, deterministic system. As far as machines are concerned there is no such thing as random. What we commonly refer to as RNG doesn't really exist. So it is quite possible to fix what you're mistakenly referring to as "random".

Should point out that whilst there are some algorithms that are able to generate true random results, they do rely on unpredictable processes. Within the Division 2 (AFAIK) we are dealing with a fixed system that is only capable of pseudo-randomness.

We use computers for randomisation all the time, a computer is far less biased towards random than a human as there is no emotional or personality influences in a computer.

Everyone has their own opinions on this matter and we should all respect that.
    But also manners cost nothing.

The chances to get it are too low and all it does is piss people off and discourage people from running the RAID.
And I am not saying hand out the EB to every person that completes the RAID... all I want is there to be some system in place that after so many failed openings and no eagle bearer in sight, your chances improve every subsequent chest opening so i KNOW eventually I will get it...
Why only the EB and not any loot u desire?

Think of the chance to get the eagle as if you were playing the lotery, you can play many years and still not won any of the games. That my fellow agent is how probabillity works

Thats another way of looking at the rng, its as much a lottery as anything.
