Correct me if I'm wrong, but the Conq. doesn't have braindead hyper armor like other heavies. Sure, they can attack through your attack, but that requires timing, at least. So when you say that I would expand it to say "that's what heavies people complain about do". Assassins do not deal more damage than heavies. Look at PK and how little she does. Glad definitely doesn't do nearly as much damage. Shaman can push out damage if she gets the pounce but she doesn't compare. Orochi has good lightspam but that doesn't amount to enough damage against someone who blocks. Berserker and Nuxia are probably the ones with the most damage; Berserker with raw damage and Nuxia with extremely high deflect punishes
Dealing more damage doesn't mean anything if it takes you 12 hits to kill a Heavy while they can kill you in 4 because of the difference in health, defense, and overall survivability. Try using a Shinobi against Kensei, Hitokiri, or Jormungandr in 1v1, and then give a lecture about damage; you'll quickly realize that they can kill you much faster then you can kill them. A Shinobi doesn't stand a chance against most heroes in 1v1 after Patch 2.11 due to extreme vulnerabilities in his move sets, so damage is meaningless if your own attacks get you killed because they are easily countered.
A lot of Non-Assassins also have feats which grant health and shield buffs, so if you're going to be talking about damage then you should also be taking into the account the attributes which nullify that damage as well.
Most Vanguards and Heavy heroes with unblockable attacks, uninterruptable attacks, and Hyper Armor attacks don't even have to put much effort in defending themselves against Assassin damage because those heroes attack fast enough to trade blows. The current strategy against Assassins is almost pure offense, because they know that Assassins cannot afford to trade blows due to the lower health and lack of static guard. Non-Assassins instantly have the upper hand from the start because of their durability and hard-hitting attacks, they only need to land a few hits to kill an Assassin. As I said before, the math does not add up if you're trying to imply that the Assassins are balanced against static guard Heroes and their higher health pool.
Not to mention, Heroes with static guard also tend to gain revenge mode at a much faster rate than Assassins, they don't even have to try. Even on the rare occasion that an Assassin survives long enough to activate Revenge when outnumbered, he still remains pretty squishy, unlike the Heavies and Vanguards who become Godlike when in Revenge Mode.
Simply put, the disadvantages of playing the Assassins outweighs the "damage numbers" because of how durable the opponents are. If Assassin damage was such a big threat, then Non-Assassin heroes wouldn't be fighting so aggressively; the fact is that they can afford to take the hits because of their durability, health feats, Hyper Armor, and superior guard mechanic.
