Lore wise they couldn't exactly establish a foothold when they first came. it's not like China themselves invaded. The 4 heros we got are literal deserters with a small army that fled china and it's in fighting.
Reality wise the devs probably didn't have the resources at the time to add them in as a full fledged faction. But they did state it would happen eventually.

there is alot of stuff that needs to be done but apparently cant be done else it would have happend by now.
either as wu lin is a dlc product, or it involves so mutch work that they have to ignore work the other 3 factions for a whole year in order to catch up to them.
overall wu lin is a massivly dlc rushed content update.
1- they are 3 heros behind the other factions rooster. very easy to fix as there is lots of unique weapons/fighting styles in old china but time consuming. if all they can do is 1 hero per 3 months, then it takes 6 months to make the last 2 missing heroes.
2- they are not presented on the faction war map, nor selectable as a faction to support. can easily be fixed by deviding the map in 4 and have a small beachlanding region to represent the invading wu lin.
3- they do not have a single map for any mode. easy to fix but very time consuming. 1 breach map, 1-2 1v1maps, 2-3 2v2 maps, 2-3 4v4 maps at the minimum is needed.
4- no wu lin spesific order. (play 6 battles with a wu-lin hero)
5- jiang-jun and tiandi must be given new roles. tiandi is no vanguard, never has been one, he is a hybrid plain and simple!
jiang-jun on the other hand is the vanguard!
all in all, ubi needs a whole year doing nothing but wu-lin in order to bring them up to speed after doing abselutly nothing with them for exactly 1 year.
