If we break gear down into salvage, why not use salvage to change it's appearance? I know Ubi loves that horrendous grind system for steel as if it's the holy grail, but come on. I've sitting on 200k salvage here with nothing to show for it.
Because they want people to buy steel.
You must be confusing 2019 with 2009, when in-game purchases weren't planned with microtransactions in mind. It happens.
