Player keeps showing up in DZ servers after being blocked multiple times through Xbox

My friends and I keep having a guy show up in our DZ servers who we’ve blocked multiple times in the past few weeks. The reason for this is he’s lag-hopping, or just has a god-awful internet connection and uses it to his advantage for pvp (our movement and firing becomes extremely glitchy whenever he comes in close to us, and while we’re shooting him from afar). Why does he keep showing up in the servers? Do I also have to block him through Ubisoft? This player negatively impacts the DZ pvp experience, and I wish to never see him in my servers again, please.

I’ve never been able to report him through Div2 due to how tough it is to actually do so: Being right next to a player, and then opening the menu all the while hoping they don’t go rogue and down you before you can actually report is nearly impossible.

Blocking a player on Xbox only prevents them from interacting with you through Xbox profile such as messaging, team requests etc.

Dark Zone is not your private hosted area. Once you enter the DZ you are on an open server host where anyone can enter and leave regardless if you have them blocked. They just wouldn’t be able to invite you , or chat etc depending on how you block them in relation to the game as far as I am aware. Best thing to do is get video of it. Run game capture when you do DZ so when he shows up youll get both the before and after effects recorded.
