So I know you can dodge and Gb his neutral bash on reaction and if they throw the follow up heavy. Can you still get the Gb if they Intend to throw the finisher light after it misses?

No, that's a way for Jorge to protect himself from gb attempts. It can be an easy parry if you anticipate that he's going to throw it though because it doesn't have much of a delay window.
