Transferred caps are not static meaning they change from item to item just as do the highest value available on a dropped /loot item. Some factors are gear score, gear grade, total stats on the item meaning an item with 3 bonuses on it has its max bonuses capped at a lower total than an item with only 1, and obviously the +100 point recalibration value limit which is basic why 1 stat item goes higher than a 3, the recalibrate value per point has a modifier based on that obviously
