    Best place to find Elites from a faction is at the Public Executions. Can hover on map and see what faction is there.

    Something to try is to attack level 1 control points but don't call in allies.

    Once the leader is dead the point will go to a white flag and be easier for whoever decides to take it over after you walk away.

    Clearing points that belong to anyone but outcasts should increase the chance that they'll go in to potomac.

    Downside is the time it'll take to get done so at this stage probably faster to ask around and joining someone elses map.

    I finally got them with the CP trick and the public execution that kept popping up on the east end of the zone. it was actually connected to a CP in East Mall but was located in West Potomac Park.

    If you let the Black Tusk CP go unclaimed or turn it green you up the odds of Outcasts taking it. In my case, it was Washington Monument that worked.

    I waited till the outcasts sent out attack groups to capture control points if they ran close or just through the area I attacked and coaxed them into west potomac , they always have an elite with them.

    Hop on someone else's map and see if they have Outcasts in West Potomac Maybe one or two other hops onto other people's maps and you can be done.

    Read somewhere you can clear the Invaded missions and that may bring back the Outcasts. Nice move from the devs to force players to clear (in my case) Capitol and Tidal Basin again….if it was on purpose…and not just an error by design... ;-)

    I presumed that since the OP stated that Potomac was overrun with Hyenas and True Sons that he had already cleared the Invasion...I had to clear the invasion first because the CP's and activities when invaded were all Black Tusk manned.

    Here's what I did. Clear all the invasion mission so that the area is rid of Black Tusk etc.
    Then simply get one of the control points to Level 4, I did the Lincoln Memorial one. Once its level 4 all the outcasts should be elites, it then takes about 2 minutes to kill 10.
