Why aren't purchased effects available across the board? | Forums

If I buy bats, for instance, why do I need to purchase it four times, from idle to executions to free roam to combat? Why can't I just buy the effect, and it be available for all categories on that character? I understand keeping it separate for each character, but why in different categories? Isn't that an unnecessary time sink in order to earn 20k steel?
