That's an Adjustable buoyancy life jacket. It can absolutely be used as a standard life jacket ( so long as there is an inflation canister ) but it is primarily a buoyancy compensator. It uses two adjustable chambers and functions more or less like any other compensator where you balance the mix to keep whatever orientation you need.

I am running around looking like I belong on a beach. I love the ability to look stupid - makes the game fun. For serious occasions I dress up in the Dress Blues with bus driver hat.
