I'm glad you've got a resolution you are happy with. My worry is that if this happens again how much DLC could go missing? If Ubisoft tell us that XB360 content will not work on a XBOne going forward then I can just purchase the XBOne content and try to get a refund for the current packs that are not working. But I would be worried the existing library might start disappearing.
Ubisoft Support don't seem to understand what the actual issue is which is perfectly understandable considering the niche functionality of having XB360 purchases also available on a XBOne and the fact that the last time there was an issue was back in 2014.
It is quite easy to reproduce from an account. You just buy any of the missing DLC listed above on a XB360 and then you can see it is no longer downloadable on the XBOne. Any of the tracks not listed above should behave and be playable on both the XB360 and the XBOne.
Fingers crossed someone can rectify this soon. I am waiting to purchase the Gary Moore pack (and others)!! :-)

If they started removing this upward compatibility and the 360 purchases were no longer compatible/visible on the XBOne, I and would not re-purchase any of the DLCs for the XBOne and I would pretty much stop playing this game.
As it is, I have to keep the original RS game and my original XBox nearby if I want to play any of the songs that were not transferable to the RS2014.
This issue has been going on for months and there is no word if any progress is being made (it is as if no one is really looking into this issue).
The reality is that this problem only affects a few folks and this is not a mission critical issue to the RS team.

I’m in full agreement with y’all. I guess I didn’t understand the magnitude of the problems at hand here. I haven’t played in a few months over the summer, so this is a new problem for me. I have 100+ dlc songs that I’ve bought using the 360 store for the same reason, because we were told it would work on both. Ubisoft needs to speak up on this.
