Great stuff, but I suspect this is not a technical issue but a financial agreement/disagreement with Microsoft.

That's an interesting thought. My bet is on a messed up entitlement database. They had the same problem with a bunch of songs when it first came to the Xbox One.

Im not a software guy, but that seems like an easy fix once discovered. Fix it for the next week, etc. But again, I'm not a software guy so I might have no idea what I'm talking about.

I am a software guy, and it does sound like it should be an easy fix. But that's not always the case in complex systems. Particularly if whoever figured all this out way back when no longer works for Ubi or MS, which is pretty likely.

In the meantime could you please submit a support ticket and include the following:

. Your Xbox Gamertag
. List of the packs affected
. How you purchased the packs (in game, console store or website store)

Yes, please get frustrated by submitting a support ticket that will generate a reply of a link the FAQ for transferring DLC and then be closed in four days if you don't reply. If you do reply, support will reply within hours with no useful information solely to get that 4-days-until-ticket-auto-closure clock running again.

If they would let the tickets stay open until the issue is resolved, which only makes sense for a support ticket, then all those tickets with 100+ days open might get some attention from the top and maybe even additional resources to work the problem.

But alas, that is not how metrics-driven IT works.

Are you serious. Repeatedly submitted and resubmitted a ticket on this only to have it closed repeatedly. Not going to waste my time until you get some real customer service.
