For a already created char it is impossible.
But you can change it on character creation before starts a new game.

I think Ubisoft should've published a beauty salon in the camp to change the hair color, they have added so many foolish things in the camp but beauty salon.
and remember to get a charmin' lady hired in there.

While not realistic at all, I preferred being able to change my character looks whenever I wanted. It meant I could play as whoever I wanted given the mission at hand.
