It's a torch cutting through metal. It should make plenty of sound. Problem was the sound was inconsistent. Sometimes I would easily hear it from reasonable distances and other times, like someone said, he could be right next to my bunghole and I heard nothing. Not that my bunghole wouldn't make for a good silencer.
Agree that the issue was more like sound glitches, not necessarily needing an increase in volume. The sound just needed to "work", and be consistant. Now though, he will be in a bad place. We complain it's too low...so they make it way too loud. Ubisoft sure has an issue balancing things; with them it's one extreme or the other. That's why Twitch's drone now sounds like a tank being driven into the room. Shaking my head....

Now you're dead. Bear in mind, Maverick only has to CLICK his torch to kill you. One hole is enough to get a sight on players.
What many players want is for the psssz to become psssz.
