You're right. On my account that has the better cards I run into a lot of like players and even lessor ones in the 6500 range. It is only when I drop below 6100 and above 6800 that i see the big guys. If anyone can get into that 6300 to 6700 range it is the sweet spot for us higher NK's who actually play the game to win.
Well Im level 19 and playing around 6500 and I get nonstop matched against nonstop level 22s (and 21s or 23s) with really good cards. I see no reason why they all hang out in low legendary other than to get easy wins. Same as the ones you mentioned in silver. They hang out below where they should be in the ladder during most of the month then conveniently climb up to their real position the last few days to get all the rewards.
Maybe RL should remove the rewards for end of legendary league and instead start giving daily rewards based on your position in ladder. If - during the day - you drop out of legendary you get nothing. If you stay in legendary you get a reward based on your lowest position of the day. And to get the reward you need to play at least one game per day. So it becomes a daily PvP reward for the first completed game (regardless of if you win or lose).
That way people have a reason to play every day and derankers cant do the usual "stay at bottom all season then climb where i should be at the end" nonsense. And since it is based on your lowest rank of the day they cant even intentionally drop down all day then climb at the end of it either. If they want the good rewards they have to actually stay on top.
However, the biggest reason for deranking is probably to get easy wins for all the grinding events and PvP packs. With the packs they have (partially) solved it by giving you progress based on phones instead of the original "get 3 wins to get your pack". But with the events its still all about the wins, and with token events its even worse because a win doesnt necessarily give you any tokens at all.
In the end I think that deranking is partially just a symptom of the fact that we have nonstop events and the only way to finish them is by getting PvP wins and that gets really time consuming and tedious if you are playing against good players. Especially with unpredictable token rewards, locker limits, etc. If you can get the same rewards (almost) and finish the event in an hour instead of 5 hours or more...
If the events were more approachable, more fun, less of a grind and easier to finish without spending your entire weekend, then I think more people would play them. As it stands it gets repetitive and heavy after a while - especially if you are where you should be in the ladder - and the developers try to force people to play tons of matches in order to get the rewards and as a result many players wont bother to finish events or even quit the game altogether. Or simply drop down to where it is easy to finish the events faster.
Weirdly enough it feels like the changes to the ladder have actually made things worse. First of all the huge fail with not enough ELO to go around, making the legendary part of the ladder really squashed together (with no one being able to reach the higher arenas) and almost impossible for people who would normally be in lower legendary to even reach.
And lately it seems like the deranking floor (which in itself is a good idea) has instead made SOME people afraid of climbing the ladder so they are using the floor to drop down a bit more each season until they reach a comfortable level (like what you describe in "It is all NK's at 21 and higher in the mid to top of the 5000 range with lvl 5 epics and lvl legendary's.") and never climb again because it would prevent them from getting back down to where its easy again.
Which of course prevents normal players from climbing the ladder as they will hit a wall of derankers and be unable to progress.
In the information regarding the ladder changes, RL claimed there would also be minimum ladder ranks based on NK level but that doesnt seem to have happened? If it did, then surely silver shouldnt be full of people with level 5 epics and level 3/4 legendaries.
Either RL should enforce that idea properly and lock players lowest possible ladder rank based on level. Or they should skip the ladder altogether and make PvP match you up with someone your own level +-1 instead. Or add a parallel ladder-free PvP option which still counts towards events and rewards but doesnt give seasonal rewards. I dont know. Just feels like the current system is not working well and the changes they have made are not really fixing it either (sadly).
As long as people need to spend too much time and effort on something they will look for shortcuts and lets be honest: with the current system the risk of getting matched up with someone in a game that is perceived is massively unbalanced against you is huge at almost all parts of the ladder. No one likes to lose, especially not when you know it was an unfair game to begin with.
