This isn't a one-time thing. You don't get to hang onto Control Points forever past World Tier 1. Enemy factions will send out strike teams to recapture control points, and Black Tusk will eventually re-invade missions you've cleared. The goal of the "end game" is to create a perpetually-changing world so you always have something to do. This is as opposed to The Division 1, where once you cleared out a zone you never ever went back. Now it keeps un-clearing, giving you reasons to return.
I felt the same way you did when I hit WT1 shortly after launch. After enjoying the quieter streets on following the end of the storyline in Div. 1, I was expecting the same in Div. 2 (that was my issue: expectation). I was dismayed at how the streets of DC felt even busier than before, which is something I still find irritating at times.* However, my grumpy response to the BT has been muted in that it makes sense to give a means of repeat content, an 'end game' opponent thats tougher than the others, and at least they provide something different, something organised, something menacing. Once you get used to them and their weaknesses (oh, the drones!) and are aware of their strengths (those blasted RoboDogs) you won't mind them so much.
It is sort of lazy but the recycling of content (missions and strongholds) actually feels alright, to me. Whilst I found the Div. 2 missions unmemorable on the whole (esp. compared to Div. 1's missions), the BT versions give them a slightly extended lifetime. There are far worse things they could have done; imagine if they'd left the world empty after hitting WT1 with nothing 'new' to follow on the from the storyline?
Give it some time and hopefully you won't mind the BT so much.
*It was pointed out to me on here that when you want patrols they won't be there, when you don't they'll be everywhere!
Wait....you enjoyed the boring stale TD1 streets? You know you are in the minority big time on that one right? I want the open world to be as hard as heroic missions. Streets filled with yellows and named. Bounties to be way harder.. right now. We can clear the heroic bounties in just a couple of mins.. without much effort. I'm ready for the next bump in difficulty.
Yes, I probably am in the minority in that regard.* The difference in this specific context is in how I felt about it; clearing the streets, returning a semblence of control to Manhatten gave me a sense of acheivement. In Div. 2 it is constant turmoil on the streets, with the Hyenas, True Sons, and Outcasts still rampant. I felt - on hitting WT1 - that 1-30 had been completely pointless. The world being overun and entering into a constant state of conflict where factions are vying for control of real estate allows for the grinding of gear and the replaying of dynamically generated content. It's a good thing. As to whether the Black Tusk design is lazy then I would say not. Different graphics, voiceovers, tactics, strategies, equipment.... The retaking of a control point, for instance, does play out differently depending on the faction we go up against. This is semi-related and not worth its own thread I don't think. Is there by chance some 'toggle' that can be set to enable or disable the control points once at WT1? Are the take-overs based on real time, game time, or just random?
I still enjoy Td1 much more than 2. I play it every night, but have only been playing TD2 when I have long periods to play, I think I nearly doubled my play time this last weekend. I have been leveling alts instead of taking my main character the last 1/8" of XP to go to 30.

One day for giggles, I went from the east side all the way to the west side of the map. Just clearing CPs, thinking that I would just fast travel back and forth collecting free crafting materials from each when I was done. I had cleared the invasion so I wasn't concerned. Got to the last CP and cleared it. Ran in and grabbed my loot, then pulled the map up. Only CP still cleared was the last one I did and it was already getting attacked by enemy NPCs.
