ive played only a few matches of conflict and always quit in frustration after getting to the end match screen and seeing that i do half or sometimes a quarter of the damage of everyone else even though i put together a build with plus %55 assault rifle damage and multiple times i dump most a 50 round mag into someone only to be bursted down in half a second. then after looking at the persons gear who killed me they have almost no added damage and equal amount of armor to what my build has. I have no idea why the PVP feels so ****ty for me, i dont know if my internet connection is causing almost all of my damage not to register or what the hell is happening, any suggestions or feedback would be appreciated.
and then i run into the DZ to get repeatedly murdered by a guy with an LMG doing 33,000 damage even though he only has plus 20% lmg damage... i give up on PVP in the division, its never been fun in either one of these games. it just always feels like **** when you go to PVP with a build that gives you super high damage and armor only to be destroyed by someone with what seems like the identical set up after putting four thousand rounds into their face.

The people who you can't seem to kill are likely using very customized tanking builds. The normalization system cuts your damage by more than 65%, while your armor, hp, and electronics stats and mods are relatively untouched. That means there are people with 300k+ armor and over 100k hp, and can spam defender drone every 17 seconds. Of course this means they have little to no damage mods. But when the difference after normalization only translates to an extra bullet or two, versus the 20 or 30 extra shots you'd have to put out to kill them, it's more than worth it.
It could also be net code and hit reg issues. I've often noticed I'm in the same DZ as people who are half way across the world, or that sometimes my bullets just don't seem to connect at point blank. The other day I was fighting a rogue and after he ran around a corner, was apparently downed and killed by me, even though it was several seconds after I'd lost line of sight and had stopped firing.
I remember there were people in Division 1 that specifically wanted to get in the DZ of another region, because the netcode gave them an advantage there. I'd often have foreign people join on me, just to get in my region's DZ before leaving group. After one of them explained it, I changed my privacy settings. I don't know if that advantage still holds true with Division 2's net code.

The game is a never ending tire fire to be honest, It needs so much work to make it even close to the game D1 was... Bullets disappearing.... I am going to say BS it is not a registration issue as is being told. Bullets are just not even leaving the barrel. I have moments where I shoot at walls to test recoil and the gun jumps but nothing happens. **** it even happens with my demolitionist launcher, pull trigger, hear thud, lose 1 ammo..... and nothing. Happened twice with one mag yesterday. No explosion or anything.
Not even going to talk about ODZ, DZ, Conflict, PVE, specific problems. Just that having 6 loadouts combined with the worst stash space ever and all these BS modifiers is just a recipe for the dog **** the game is currently. Oh and the ODZ being normalized for skill builds is just a joke..... either remove all the restrictions or don't pretend the mode is anything but a lie.
i agree with all the replies here, i finally dropped TD2 and went back to my second playthrough of Witcher 3, didnt take as long to get back into as i expected and my god is that game still amazing! at this point ive lost all hope the devs are going to do anything but develop the game for the whiniest minority, i had a feeling this is where the game would end up after they ruined weapon mods because a few people were crying about negative numbers. also, i have had the exact same problem with hit reg and rounds disapearing, i have it happen constantly with primary weapons and almost as often with the grenade launcher and crossbow, cant say for sure with the sniper rifle but i am 100% sure that all other weapons in the game have bullets randomly disappear even when perfectly aimed at an enemy. Like i said, im done till the developers actually start listening to us, the people actually playing the game and quit nerfing everything till it is all just equally vanilla and boring.
