My biggest beef with The Division 2 is the target out cover damage bonus NPC'S get. I think this has a lot to do with the perception that NPC damage is to high. It also punishes any type of tactical movement. Also NPC accuracy while you move is still near 100% unless using cover to cover running. The issue with this is do to genade spam, rushers, being out numbered means cover to cover running is not viable many times

A couple of ideas to address this.

1: Reduce or remove out of cover bonus NPCs get. Then rebalance damage of NPCs accordingly. This would mean a little more damage on avg from npc's but less punishing to players forced from cover.

Or

2: Give NPCs a accuracy debuff for players leaving cover for X number of seconds (say around three to five seconds with a 10 sec internal cool down) and or a accuracy penalty to npcs when a player sprints. This could be a scaling debuff such so the longer out of cover or sprinting the weaker it becomes.

This would also make cqb builds with subs and shottys less punishing to use. Allow players to gain some mobility instead of the sit and bunker down game play.

It also would have no effect on pvp balance.
