And of course I got three more Ornate Leather Holster drops before the Oiled Hammer Guards finally dropped. Interestingly enough, they dropped at the same Control Point as the last set of Ornate, so you can get more than one drop per Control Point.
So overall, as best as I can count (I wasn't tracking properly until well in to this), it took me at least 22 Control Points to get all four items, with six duplicates showing up before the fourth one dropped.
This is not a fast way to grind exotic parts. Which is perhaps the intent.

To refarm the Dodge City holster you have to hide the Holster by moving it to an alt or you have to deconstruct it.
If you already have the blue print for the holster and are missing at least one crafting parts there is a 20% chance you the 'Fast Leather Belt', 'Ornate Leather Holster', 'Inverted Leather Holster' or 'Oiled Hammer Guards' from the named boss at any level 4 control points. Duplicates are possible.
Well, apparently Gunslinger parts can drop for you even if you have the holster. In my case, while actually using the holster, I've had two (unique) parts from the three level 4 CPs I did today. The first one was at Riverside Gas Station, so I suspect that the explanation is that it doesn't matter if you have a Gunslinger or not (or the blueprint for it) if your character has not yet done it the first time. (With this particular boosted character I accidentally bought the mission from Inaya and still have the project for it, "The Rude, The Bad and the Evil.")
Also, it seems that during the first run if you donate a particular part and do another CP for a faction giving out that part, you will get another one. Getting all three parts again before submitting the project is probably an easier way to stock up for the next round of building the holster.
