Doki has a DMR or shotty only, so that does increase her difficulty a little. Ash is just run full speed to the obj and spray everyone while they're still putting up walls. One way to really cripple Ash would be to just give people another 20 seconds for prep phase. If everything was actually done, all traps placed, all walls put up, all roamers off in their favorite spot before the match began she wouldn't be as effective at this particular strat. Comparing speeds, I do find Ash to be faster than say, bandit or Jager. She even send y faster than Hibana and is way faster than IQ.

I think, from my short look at it, that the difficulty rating is more of a "how hard is it to contribute to the team" rating.
I think Thermite has a 1 difficulty rating because Thermite is always useful, and never a bad op to have, where as Fuze, someone who is very tricky to get team effectiveness out of, is a 3 difficulty.
Ash is a 2 because she doesn't really contribute to the team other than fragging, so if you cant frag, she isn't a great choice.
Basically, a noob who doesn't know who to pick should pick the 1-difficulty NOT because they are easier to get kills with, but because they will more likely contribute to the utility of the team.
