The 9-letter blocks look like a key to me - 26 letters and a dot (a url?)
The top grid is a Trifid cipher, which decodes the second row to WHERE THREE ROADS CONVERGE
Well that lines up with the image: Etymologically, the Latin word trivium means "the place where three roads meet"
