That's the whole point. They're not supposed to give much to a player, just minor tweaks so it comes down mostly to skill and not huge bonuses. The idea is they give you a small bonus.

Now what would be a better than all of whats been said is to actually balance the perks (and feats god damn it!) while adding in 2-3 extra in each category and mixing them up a little for all characters so even the same classes will likely have some slightly different options to choose from.

A few, rough, examples could be:

Heal yourself when reviving a team mate
A shield when capturing an objective
A speed and attack boost when capturing an objective
Killing minions grants slightly more renown
You are always visible to enemies but you earn slightly more renown for executing enemies
Executing different enemies grants a small attack boost
Executing different enemies grants a small defence boost

Not the most imaginative ideas but it would certainly add a bit more variety to the pool.

Deep wounds, + heavy blade would be insane. Your talking 19 extra dmg before any other % bonuses on a LIGHT. Most lights dont even have tha much dmg at base

Unending revenge alone is way too powerful.

Siegebreaker + ^^DW+HB would be utter insanity. 19 bonus dmg + a 35 hp overshield + 30% dmg? Two crushing counters would kill anyone in the game.

Overwhelming power. Anything effecting recovery times, or opponent movement speed, would massively destroy what semblance of balance we already have.
It seems OP, but will it be when every one will be OP and have crazy high stats?

well... yes cause these people will be playing against lower rank people. it would make training a hero in PVP absolutely cancer and entriely take the skill out of it while you were leveling, basically forcing you into AI matches, Or alternatively making Matchmaking take 4x as long to match people with similar talent levels.

additionally it definitely would also be very hard to balance at max level, especially since you have far more offensive than defensive perks, making it so most heroes died in 2-3 hits sometimes even 2 lights with what you made it above. There would be no skill to the game. no feinting, no tricking. just who got the first hit and that'd be it.

The idea of a talent system for a unique single open mode would be fun, but all the talents would need to be pretty much 25% of the strength you have here.

Choose your main weapon, but your character can use other weapons you just have to level the proficiency up and stuff like that.

You can still have Dominion and such by having everything normalized, but in the actual open world part, gear matters.

Plus it would be cool with the fight deck type system not knowing what moves your opponents have equipped.

Agreed. Ubi next project should be a MMORPG or Hack & Slash Looter game that employ FH battle mechanics. I believe it would be a huge success. Imagine Bloodborne/Souls with FH battle mechanics. I like Borne/Souls MMORPG aspects but the battle system is a bit messy imo
