I have contacted support regarding this issue and have worked with them, however, nothing seems to help. All my drivers are up to date, I have tried turning dx12 off, I have messed with all the graphics settings possible, I have done pretty much everything imaginable to include, only booting with Microsoft services, and Turned G-sync off and on, I have completely re-installed my video drivers, with a clean install. I will post specs below. I also have a ticket for this in case any Ubisoft people come on this post and it is: 08902525.

TheDivision2.exe should run on "low" priority (you cannot change TheDivision2.exe priority because of EAC, but if you change to "low" the priority of the uPlay processes before launching the game, TheDivision2.exe will start on "low").
Pagefile.sys is a system file that cannot usually be accessed. Some players with high RAM delete the file, as it takes up some hard drive space, but that is not recommended for the Division 2. We do not have a direct guide for increasing that file size, but it should be a consideration for advanced troubleshooting considering other steps have not helped.
What brhume recommended could certainly also help. If you open up Task Manager with Ctrl+Shift+Esc and go to Details you will see a list of processes. Scroll down to the bottom and find 'upc.exe'. If you right click that process and choose 'select priority' you can set upc.exe to Low or Below Normal. With that priority changed The Division 2 will open as Low or Below Normal respectively. This could help with your mouse stutter.

Copy this in your editor (txt file) and rename the filename from xxx.txt to xxx.reg.
Then double-click the xxx.reg file and klick OK on the Windows request , that save this to your Registry.
When you will use another priority see the CpuPriorityClass and edit the number after the zero's.

Idle - 1
Normal - 2
High - 3
Below Normal - 4
Above Normal - 5
