Balancing her damage is difficult because of how many methods she has to apply bleed and the fact that she can keep reapplying it.
PK does need help but I don't think more damage is what she needs.
She needs a way to be offensive and maybe some way to take advantage of bleed mechanically like all other bleed heros do.
She was always a very passive assassin. her insane damage profile just allowed her to kill before her enemies had the chance to try and counter her incredibly safe old self.

This is very much a situation where a hero is being held back because the developers don't want to change her being a passive hero.
