    Why not just.....

From what I've read about the whole Raid matchmaking debacle, why not just create 2 different modes for the raid; 1 on a more casual friendly normal mode for those that want to use the matchmaking system and another harder "This is what the devs want you to face with your clan" mode?

With the casual, the game can gather up the ones using the matchmaking system, put 8 of them together to face only the casual raid mode. If they manage to complete it, have the game ask them if they want to create their own little clan to tackle the "Dev" mode.

Or just implement matchmaking and be done.

Clans does not guaranty any kind of a better quality of players. After all there are all kinds of Clans that are casual players also. So why clans only I'd like to know the reasoning behind this decision.

Matchmaking has a higher rate of toxicity, griefing, etc. than a fully committed clan. Randoms just go in with their own thoughts in mind and are going into the raid with more risk (no mic, own interests, etc.) whereas a clan that knows each other and trusts each other don't have as many detriments. If the team of randoms are all or part of that team is toxic, have them fill out some in-game questions about how it went or have a report system to report those that aren't fully cooperating. From there, it's up to the Massive devs to make decisions on who to ban, give out penalties, etc.
