No there is no matchmaking, you have to team up through clan lists, their friends lists or by inviting other players in the game social spaces before you launch the raid

another blind kid , the same author write about article with manual matchmaking

    https://tomclancy-thedivision.ubisof...ion-dark-hours

Operation Dark Hours will become available on May 16 at 6PM CEST / 12 PM EST / 1AM KST / 2 AM ACT. To start the raid, players will need to speak with the helicopter pilot at the Base of Operations. This unlocks a new raid tab on the social menu, allowing everyone to start building their raid groups.
    GROUPING

Two sub-groups, each containing traditional four player parties, embody the entire raid team for a total of eight players. The player who creates the raid group from the social menu is the designated raid leader, and as such, is the only player who can begin the raid.

    MANUAL MATCHMAKING

    That says that .....
the only option to matchmake others is to jump to safe houses and invite one player after the other.

That is a hughe waste of time.

How do I fill my sub group by matchmaking when there is no ingame option to search for people for raids?

If I search for other options like missions or anything no one knows that I search for raid player.

    r
Only this part makes me doubt the raids will ever go well unless you are two clans why start it. But two teams, ONE leader is weird. Say two clans join each other in a raid so you get 5 on 5 back to back with the leader of the clan for each group would make more sense. Else just matchmaking would be more easier of a plan, I would not trust much on one leader who probably wil kick all out before last enemy is down.
