First of all - my system:

MB --> Gigabyte X99-UD4 Rev. 1.0 (BIOS F24c / all drivers up to date)
SSD --> Samsung M2-950Pro via PCI_E Adapter (Delock) / latest firmware / latest NVM_E driver Samsung
GPU --> Palit SJS GTX 1080 (Latest GPU-BIOS / Diver = 430.53)
Soundcard --> Creative SB-Z (latest driver from 2017 *xd)
Monitor --> DELL S2716DG (2K via 144Hz and G-Sync)
Mouse --> Roccat Tyon (latest driver / latest firmware)
OS --> Win10 64 Pro 1809 (all up to date)
So - I figured out that the current version of TD2 is NOT designed for high frames.
That means the higher the frames ingame, the higher and harder the framedrops!
I'm happy that i found a solution without third party software and without editing the registry.

Setting Nvidia Control Panel --> 3D settings --> power management mode = prefer maximum performance
All other settings via Nvidia Control Panel are untouched - so my resolution is 2560x1440 native via 144Hz!
As a German - please forgive me - my English is not excellent
Ingame setting --> lock your max. framerate to 85 (graphics settings)
Ingame setting --> set the refresh rate to 85 (84.98Hz video settings)
Ingame setting --> Monitor = 0 (i use just one)
Ingame setting --> latency reduction = 0
DX12 renderer --> NO (so i use Dx11 currently - DX12 crashes are on high / top priority via Nvidia now)
Ingame graphics setting --> V-Sync mode --> OFF
Ingame graphics setting --> shadow quality --> LOW
Ingame graphics setting --> Point shadow --> LOW
Ingame graphics setting --> Point shadow resolution --> LOW
Ingame graphics setting --> Contact shadow --> All High
