These two heroes (and others as well) are a perfect example of how you guys are balancing the roster. You are removing character unique features (e.g.: shove on block, Shugoki armor,...) and replacing them with standardised things like hyper armor, hit or miss shove, you name it. Doesn't matter. Fact is that you are standardising things which make the characters look biased and not special at all. We have still a few very special characters, like Nuxia with her trap moves (which need more love), Cent with his cutscene combo, Raider's dodge gb, Shinobi's ranged gb, etc.. Shugoki and Lawbringer do have special features as well but I chose them only to function as examples. So let me explain some changes I would suggest (and of course those concepts can also be made with other characters from the roster):
Shugoki
Demon's Embrace
I would give Shugoki two kinds of a Demon's Embrace. The one which he can get with soft-feinting (charged) heavies and the one which he can get after a throw.
Soft-feint Demon's Embrace
-does 25 dmg
-recovery after a miss reduced to 800ms
-does not heal
-does not regenerate stamina
Throw Demon's Embrace
-does 40 dmg
-heals 25 hp
-regenerates 50% of stamina
-no dmg or stamina regen when critically wounded
-fully heals when critcally wounded with the cost of all stamina
Headbutt
As well as the Demon's Embrace I would also give him two kinds of headbutts. Headbutt after a successful hit and headbutt after a blocked or whiffed (correct English word?) hit. I would also allow him to be able to throw a headbutt after every attack in his chain. Speed stays at 600ms for blocked and whiffed.
After Successful Hit
-guarenteed headbutt (pre rework animation)
-can pull the opponent out of their current animation (like pre rework)
-drains 25 stamina
-functions as a chain finisher
After Blocked or Whiffed Attack
-not guarenteed
-can be dodged
-drains 75 stamina
-functions as a chain starter
-does 10 dmg
Hyper Armor
For his hyper armor I have two ideas.
1. Hyper armor gets replaced with modified Shugoki armor (explanation below)
OR
2. Hyper armor gets completely removed. Modified passive hyper armor instead (explanation below)
1st Idea
Instead of standard hyper armor Shugoki gets his old Shugoki armor back when he does an attack. With a few changes
-the Shugoki armor only works against bashes and interrupts them
-hyper armor works only against standard attacks (lights, heavies and unblockables)
-it only appears when he does an attack
For this idea I thought we can give him a stance with which he can switch between hyper armor and Shugoki armor. This stance change should not last longer than 500ms - 600ms.
2nd Idea
He gets his old passive hyper armor back with a few adjustments.
-25% less dmg when his armor is up
-works against bashes and regular attacks
-does not regenerate passively
-is regained after a successful headbutt (5sec cooldown after losing it)
Lawbringer
First of all: We all can agree that he needs hyper armor on his heavies. Period.
Shove
At first I would give him four different types of shoves (yes, you read that right) and all have different features. Shove On Block (before you start, explanation below), Dodge Shove, Shove After Successful Hit, Shove After Blocked or Whiffed (?) Hit. Every shove has hyper armor.
Shove On Block
Don't worry. I do not want to return the turtles' nectar in its raw form. There are obviously some adjustments to make.
-can only be performed after a light attack
-light afterwards can only be parried
That's all. I hope it looks bearable.
Dodge Shove
-stuns
-drains 50% of the opponent's stamina
-light afterwards can be parried or blocked or dodged and deflected as well
After Successful Hit
-guarenteed shove
-light afterwards can only be blocked
After Blocked Or Whiffed Attack
-guarentees a light
Long Arm
Two types of long arm. Neutral and back dodge (explanation below)
Neutral
-hyper armor
-guarentees a side heavy
Back Dodge
I thought it would be neat if Lawbringer could do a Long Arm with a back dodge.
-200ms faster than the neutral one
-no hyper armor
-guarentees a top heavy

-Demon Ball as parry punish when initiating a side heavy after parrying
>does extra damage when opponent gets hit into a wall (default damage: 25; hit into a wall: 25 extra)
>Shugoki gets a guarenteed heavy from a gb
-Demon's Embrace gets removed from soft feinting (wall throw DE stays)
>Demon's Embrace does 40 dmg, heals 25 hp and restores 50 stamina
>when Shugoki is critically wounded, DE does 80 dmg, heals 50 hp and restores all stamina
-Shugoki Parry Punish "Slap"
>after a parry, pressing the gb button
>you can decide from which direction the slap comes from (left and right only)
>stuns the opponent and drains 50 stamina
>wall splats which guarentees a light
-Soft Feint "Kick"
>(charged) heavies can be soft feinted into a (charged) kick by pressing (holding) the gb button
>has hyper armor
>uncharged kick drains 75 stamina and can be chained into a heavy attack, does not guarentee dmg
>charged kick drains 50 stamina and unbalances the opponent
>initiating a heavy after successful charged kick triggers a new animation which guarentees 50 dmg
>charged kick can be hard feinted
-Zone Attack
>undodgeable
-Charged Light Attacks
>light attacks can be charged (not feinted)
>deal 25 dmg
>unparryable (still blockable)
>drain 25 stamina on block
>function as chain starter

First and foremost you can just keep your guard up and deny him almost completely the top light and react to the 500ms side lights.
Second, even though his lights are enchanced that means no **** as he has no light-light combo. He needs to throw a heavy before or after the light which are easily parried.
Moreover he can almost only deal significant damage with parries, (which if you don't turtle is a skill based thing.) and he has no opener himself so if the enemy turtles or can bash or has many feints or even worse softfeints LB can be totally screwed.
