Their lack of a response is why they have gone without any purchases from me since the situation has deteriorated to this present point. Let those higher ranked players who are cheating fill the Ubisoft coffers.

Just played a laggy game where I had a maxed out level 3 SoMMs charged effect did 0 damage at all to any enemy. Nothing special going on, just my SoMM on one side, a dogpoo on enemy side right in front of SoMM, so really no spells or warcries or charges that could interfere, and SoMM was alive well before and after the charge so cant have been an issue of dying before it was 100% activated.

Of course the other (lagging) player had no issues at all with using his special abilities...
